The game does not correctly check if the user has unlocked the Andromeda Elite Helmet. Even if the user unlocks the item in the Mass Effect Archives Career section, the item doesn't seem to unlock in-game. After scouring various forums looking for a solution, I decided to make a mod to resolve the issue.

How Does it Work?
I added the helmet item and blueprint to the list of rewards for the Deluxe Edition. When you access the rewards terminal in the Pathfinder's Quarters on the Tempest, the helmet and its blueprint will be acquired, along with the rest of the Deluxe Edition rewards. This means that in order to acquire the helmet and blueprint, you'll need to install the mod before accessing the rewards terminal, so it'll likely require a new game.
Installation:
Like most of the other mods for this game, use the Frosty Mod Manager to apply the mod to your game.
