Would like to know this as well. This mod went to the top of my wish list as soon as I found it, ME3 vanilla Liara textures were so off-putting to me, but I'm new to modding so I need to be spoon fed. It appears that this needs ME3Explorer to work but ME3Explorer is incompatible with ALOT which I also want to install.
EDIT: from reading a post below, it seems like you can potentially use Mass Effect Modder (MEM) to convert a mod to the MEM format, which according to the ALOT description page quoted below, should then work with ALOT Installer. I am no expert though and would love someone who knows to weigh in.
"Other texture mods come after ALOT: TPF, DDS, MOD, MEM files. You can install these very easily with ALOT: drag & drop all texture mods you want over the Installer and click install. Texture mods you add to the installer always override ALOT."
Having just tried it, I can confirm this mod DOES indeed work as a drag-and-drop install with ALOTInstaller. At first I thought it hadn't worked because the differences with the ME3 vanilla face were less pronounced that I thought but the changes are definitely noticeable in some scenes, especially when you can see Liara's face in profile more as opposed to straight on.
The mod looks great but I don't know how to install it! I've never used mods in the ME games so I don't know where to paste the file inside the rar. I've downloaded ME3 Mod Manager from the nexus but I can't for the life of me figure out how to use it. Could anyone be so kind as to point me to a tutorial on how to use this mod?

For more textures and instructions on how to install them, check out CreeperLava's "A Lot of Textures" mod. You'll need a workhorse of a GPU to run it, but if you have a good rig it's well worth the install.
Can you just drag and drop the .tpf file for this mod into the ALOT installer without a fuss? On the ALOT description page it says texture files can be installed after ALOT is installed in this way as they'll override ALOT.
Keep in mind I've done some edits to his skintone and hair color with Gibbed Save Editor but the face code should get you the facial structure just fine

Fortunately, another user posted their own comparison image for me! You should be able to see it in the Images tab.
I've been thinking about this before actually. I was so put off in general by how ME3 changed almost everyone's look.
We now have Bailey, Ashley and Liara restored... and mostly Kelly. I'd really like to see this go further, except for Garrus or Wrex or Tali.
If we could ever get a Femshep restored mod that'd be insane. The entire face-mesh system for Femshep in the game ruins any ME1->2->3 Femshep IMO.
