      It's quite simple really, you just need the me3fork in me3 explorer or mod manager. I have just finished work so a bit tired and don't want mess up the instructions but I will update my comment tomorrow for you!
      
      I messed around with the colours alot so I have added a link to a file of colours I made if you want a jumping off point:

      So here are the instructions:
      
      1. use me3tweaks manager (or if you have me3explorer already installed as I don't use it for modding at all.)
      2. go to tools and use me3fork stable
      3. go to create mods and pick package editor 
      4. open up the file from the mod called 'biog_plr_female_appr_L.upk (also back up this file before you edit just in case!)
      
      5. For hair colour you will need to go to: (exp) 61 ponytail package, then (exp) 62 HMF_HIR_Ptl_MAT_1a(MaterialInstanceConstant)
