Taris upper cities lights were not animated with the High Quality skyboxes mod, i fixed this.

The lights from Taris upper city were broken using this mod : High Quality Skyboxes II
I fixed the 2 broken models so the lights are animated again. I checked every other models from the mod, nothing else is broken.
I also fixed the missing sky from vanilla (not caused by the mod) in the hideout using the high quality model from the mod.
Download the High Quality skyboxes first, install it, and then drop my files into override and replace.
