Question for Modders

I wonder if someone can make an more open Twilight Town. Like adding more things to the original map so it won't break the gameplay, and different routes to maybe go up to the Clock Tower, Struggle Arena and etc with more NPC's? I know when you look at this with "too much work" but i feel like it is possible with UE4 and making the dream KH3 Twilight Town. I've already seen someone ported GTA 5's map into the KH3 and since then i've been asking this question a lot. Can someone do it when they are free? :P
