Seperate files that reduce the walking speed ONLY    Run and Sprint and all other speeds are untouched. ALL files can be used together, I combined them for myself but seperated them here for download. Each of these files edit different values in the game

 -Slower NPC's option aka Take a Stroll
reduces the walking speed for ONLY NPC's by (editng the soul_archetype_movement.xml)

-Slow Henry option
reduces the walking speed of ONLY Henry (by adding a buff to Henry )

-Slower Terrain Movement option
reduces movement speed over different terrain such as rocks, wood, fields or grass, mud, bushes, etc... (edits the surfacetypes.xml)

This are all my personal values. I matched Henry's walking speed in Slow Henry File to be slow as NPC's in Take A Stroll File(Slower NPC's), just remember that stats and encumberance will help determine overall movement speed, and some NPC's will still walk slightly faster than others....i.e., Hunters, Soldiers will walk faster than townspeople. Bailiffs walk faster than townspeople. People that play stealth and pickpocket will have an easier time slow sneaking, but will still need to use the run modifier button during sneak to catch up. The difference is that you will not need to use it for so long to catch up. Yes, I already tried to match the speed of NPC's walking and slow stealth, but there are too many different modifiers that change the base game attributes and cannot match every NPC. 

MODDERS, look in the soul_archetype_movement.xml for modifying NPC walk, run, and sprint speed. AND animals like the horse. 

NOTE: Using NPC only file makes NPC's walking look lifelike, but will make Henry walking so fast look ridiculous. I suggest using Slow Henry with it and if you don't like my Slow Henry then use a mod that adds more speed to Henry as a perk such as Quick Step or Faster Hard Working Lad to go on top of my Slow Henry File.

I mod the game to make it harder on top of Hardcore Mod and its still too easy for me. My mods are not for everyone. 

Install with mod manager or place the files inside your KingdomCome Deliverance 2 mods folder
