The motivation behind the variety pack was providing new players with a selection of useful weapons and gear before they are ready to produce their own equipment or attack more lucrative enemies.

Dust bandits were providing the player with far too much money from pawning horse choppers, but that money couldn't be spent to buy good weapons that work well with low-level characters. In a wide area around the Hub, towns don't have weapon shops or only sell late-game shek weapons. The only place that sells good low-level weapons (usually just a single one) is the shinobi tower, which requires an entry fee.

Future Plans:
-giving more enemies random gear
-adding new enemy types to squads, such as medics, archers or bodyguards
-giving squad leaders different gear and making them stronger overall
