Makes making organized cities very easy for modders.

Effectively an overhaul, this is meant to help people with building cities, allowing you to place military/shop/bars where you want them, instead of hoping on rng for a nice town, or making a ton of costume npc squads/buildings on your own.
Shops/bars/military buildings can still choose buildings that they are not meant for, but only if the other types are not there, this allows it to be compatible with mods the expand or add towns (they will not benefit from this mod however)
Simply place the type of building you want where you want it, it will be labeled "military" "shop" or "bar" after the building name in the F12 building menu. The mod Capital City shows how effective this mod is at make districts without any extra work.
Built with reactive world active, but shouldn't need it to function.
