RX 500/400 series cards have a game breaking water bug glitch, this "fixes" it.

Edit: AMD finally fixed it. Update your drivers this thread is outdated.

Since launch there has been a game breaking bug on RX500/400 series GPUs which causes water to artifact and water to turn invisible or black. It occurs consistently after a few seconds to a minute of being near or interacting with bodies of water. Ironically the minimum recommended specs for this game actually list the RX400 series card which implies WB didn't even test the damn game for more than 5 minutes on that build. It's been an entire month, and neither WB nor AMD have addressed this issue. WB has pushed out at least 2 patches and neither of them addressed this issue. AMD pushed out 2 driver updates on these series of cards and neither of those driver updates even included this bug as a known issue despite there being multiple reports to AMD and an official bug report to WB. Please report this bug if you're experiencing it or on these cards, the official bug report (HL-345) link can be found here - https://hogwartslegacy.bugs.wbgames.com/bug/HL-345

BUG FIX

1) Open AMD Radeon Software
2) For Hogwarts Legacy under "Radeon Chill" set Min/Max FPS to "45"

That's the fix... The water physics in this game break on RX500/400 cards when framerates exceed 45ish. 60fps or higher will cause this bug to occur. I even sent AMD multiple renderdoc files of this bug to help their devs get to work on fixing this as soon as possible (I've worked with AMD to resolve similar bugs with vk rendering in the past). Somewhere on the bug report site WB has said they're working with AMD on other issues so there's still hope this bug gets resolved SOON. Needless to say, this solution is not sufficient imo. Although RX500/400 users probably are barely cracking 60FPS on this game due to poor optimization it's still very upsetting that we're forced to play in 45 fps to avoid water physics glitching out. With that said, I'm including a modified version of engine.ini you can use to somewhat improve performance/stutters. This file may improve some vram related issues that cause stuttering/freezing, you can backup/replace the engine.ini which is located in %appdata% \ hogwart's legacy, then Saved>Config>WindowsNoEditor. The engine.ini change isn't related to the water bug fix but it's a general improvement I feel RX500/400 series users will probably enjoy.
