HOKKAIDO - NO ENGLISH: Optional file to make 100% of males and 60% of female staff speak Japanese language. Even though it's meant to be a facility catering to English-speaking clients...
Adds most of the mod's voicesets to Globaldata.brick so in future I don't need to mod every map's sounddefs.brick. This is a back end thing players will not notice.

Restores European voices to low level Paris guards. Low level sentry guards have been given SpecOps voices (mainly British) so they speak when you approach a trespass or frisk area but not in the same old 4 US guard voices.
