Adds Alternate Upgrades, Fortress creatures and Stronghold creatures to Refugee Camps.

Originally Refugee Camps can generate only the vanilla game's tier 4 - 6 Creatures and Non-Alternate Upgrades.
For some reason, in Tribes of the East all Fortress, Stronghold and all Alternate Upgrade creatures are not generated.
With this mod, this bug is finally FIXED! Refugee Camps can also generate:
- Fortress Tier 4 - 6 Creatures (basic, upgrade, and alt upgrade).
- Stronghold Tier 4 - 6 Creatures (basic, upgrade, and alt upgrade).
- All Tier 4 - 6 Alternate Upgrades from Haven, Inferno, Sylvan, Dungeon, Necropolis and Academy.
