It's Sniper, from TF2, for Guitar Hero: World Tour - Definitive Edition, now with blue colors, too!
To change team colors, open the included character.ini and move the @ symbols from one color's Mesh to the others.
For example, this, which will load the red variant:
Mesh=models\characters\Sniper.skin
Me@sh=models\characters\SniperBlue.skin
Turns into this when you want the blue version:
Me@sh=models\characters\Sniper.skin
Mesh=models\characters\SniperBlue.skin
Then, just save the file and reboot GH:WT-DE. If you want both red and blue snipers on the stage at once, you'll need to create a copy of the mod folder, unfortunately.
