After looking for a downgrade, I finally found something that doesn't come with an install process. This might NOT work for everyone but I found it finally fixed an issue I had which was not loading correctly, black intro screen. This is not a full game

This is not a full game, just see it as a downgrade.
An 1.0 exe for GTA San Andreas I found online on this website
This is intended to work for Steam. On my end, it did not require any additional fixes (unlike GTA III or VC)
Note: This may not re-add the removed music from later releases. I did not realize this at the time of uploading this so use a downgrade of your own choosing if you want the sound track restored or use the alternative, which does work on my end. I listed both as main files though.
