I present you here another mod for GTA IV and it's Episodes. The Loading Screens and Menu IV.

This mod replaces GTA IV and Episodes Loading Screens as well as the Menu screen, where you select the game dlc.

Installation is pretty easy:
IV: pc/textures/TLAD: dlc/tlad/content/pc/textures/
TBOGT: dlc/tbogt/content/pc/textures/ 
And replace the files in the given folders.
Menu Screen: pc/textures/

For menu screen files used are: 
select_menu.wtd
title_offline_****.wtd
title_no_site_****.wtd
And for Loadscreens:(for all these games)
loadingscreen.wtd
loadingscreen_ingame.wtd
