Play as a long deceased terrorist leader. Put Liberty City under the terror of the one man who could(n't) ruin the USA. For the best imerssion, get a six star wanted level and get shot in a bunker of sorts.

Link to the site I got it from, it seems long abandoned and I did not want this mod to be missed, how offensive it might be be. People tend to be touchy when people are murdered or when victims of terrorism are mocked, odd that huh? :P

Just to let you know, I don't think Sarah's intentions were to attack either the USA's citizens or downplay terrorism.
