I can confirm it works like a charm if you: -edit the file with Notepad++ (change "1.0" at the very beginning to "1.1", then save) -go in game and sleep 5 days Then the main merchant in New Serene has it!
EDIT: Ok sorry it was another of my mods that was causing this crash

The game wont start afterwards and gives you the error messege: 'WARNING! At least one sli library couldn't be loaded. Correct any error is sli file.'
Open the file in Notepad++ or a text editor, the first line should be version number. Change from 1.0 to 1.1 and it works great. Buy from vendors under the quest item category, should be selling stacks of 20 for 1 gold.
I needed to wait the four days, but I spent those days productively running missions and stuff.
You'll know when the merchant's stock respawns: look for the chests and boxes to respawn. You'll get a fresh load of chest/box stuff about 8 or 10 hours before the merchant gets the memory crystals. Take a nice "nap" with your current love interest, then go shopping.

Seems, there's something wrong with file date. The game can't read file that was wrote before some time. Just change something, and save, then it works. You can revoke those changes. Not XML version. I got this from other mods.

im playing months and months after your comment and using 1.1 still works on newest patch not 1.2

I opening the file in notepad and changed the version number (seen above first line) from 1.0 to 1.1
