it's a simple retexture of "Sr.vercetti" suit that will you unlock when you buy the pole position
Installation: Gameface/Content/Paks/~mods (Create a folder with this exact name if you haven't already) drag and drop TonyMontanaSuit.pak inside the ~mods folder.
