      It still works normally as it should.
      
      Make sure that you copy "666_BetterRoadsVC.pak" file to "GTA Vice City - The Definitive Edition\Gameface\Content\Paks\~mods\ folder.
      
      BTW maybe you named "~mods" folder as "mods" by mistake, it must contain the ~ in name.
      Or you might have actually copied it to My Documents folder which is a common mistake, it must be in actual game`s folder.

      There is already a good retexture of tommy called "Tommy Vercetti (The Definitive Edition)"
