Hi, I have just tested all the mods for each game, and they all work perfectly!
Make sure to install your desired arrow for the game in the correct location, place the ~mods folder in here: "NAMEOFTHEGAME\Gameface\Content\Paks"
This doesn't change the mouse cursor itself, it changes the map arrow for controller players.
Also, I can’t/won’t guarantee this will work if you are using a version pre-1.04 as I only test my mods on the latest version! (Or if your are using a pirated version) I Hope this helps :)
Hey man. Have you noticed that in GTA III icon for M16 actually represents M4 from San Andreas? It should be M16. This is what we have (2:56) and this is what it should look like

I think you could try to replace correct icons with files from GTA III & VC mobile releases.
