R* broke thhe high fade haircut - It's using the same file as the Cesar.

This mod adds the high fade, replacing the cesar and high fade.

- Added high fade based on the original high fade from OG San Andreas
- Changed the facial hair
- Changed his hairline
- Swapped the Normal Map
- Custom Spec Map
