This mod allows to destroy colony capitals and rebuild them elsewhere on the planet. Still does not allow to destroy civilization and upgraded colony capitals on purpose.
It was done by replacing the whole ImprovementsDefs.xml file, meaning it has to be updated with every new patch that makes changes to improvements. It also means it is incompatible with other mods that also replace the file for their own modifications.
