This is a simple mod that I made for myself during a higher difficulty playthrough when I became frustrated with how useless the "Mug" ability is in FFIX: In the original game, it deals a pittance of damage to enemies only when a steal attempt succeeds.

With this mod installed:

Mug
will instead deal damage appropriate for a normal physical attack from Zidane, using the same base damage formula normally used for attacks from thief weapons and the damage will always be dealt, so long as the Steal ability does not miss (i.e., damage is still  dealt when you hit, but fail to steal an item, or the enemy has nothing to steal).  Similar to other physical skills, this damage is not amplified by "Killer" abilities, nor does it trigger other bonuses that trigger on ordinary "Attack" command attacks, such as MP Attack, so the basic Attack command is still better for strictly dealing damage when using those abilities.  Mug damage is affected by Front/Back row as you would expect.  Equipping Bandit should ensure that Mug always hits (since it's success is tied to the hitrate of the Steal command).

Additionally, Steal Gil has had the maximum amount of possible gil acquired through the ability increased by 4x, which should roughly double the overall gil output it generates, which should hopefully make it something players will actually consider using.  (Note: as in the vanilla game, the amount stolen is not displayed in battle - it is silently added to your gil count when Steal succeeds.  I would like this to be changed, bit that is unfortunately beyond the scope of this mod at this point.)

To Install: Simply drop the "ImprovedStealAbilities" directory into your main FFIX directory (<your-steam-library>/steamapps/common/FINAL FANTASY IX/)
Then, edit Memoria.ini in the same directory and add "ImprovedStealAbilities" to your mod list at the bottom of the file.  For example, if you were using Moguri, Alternate Fantasy, and this mod, the end of your file should look like this:
