It's ... simply a recolor for Cloud using the Final Fantasy VII OG from 1997 color palette. In the images you can see the comparisons.
Maybe some colors do not seem 100% the same because the lighting sources of the 1997 image and the current remake are not the same, but all the colors are indeed the same within the game, and they are all taken from the image of 1997.
The used model of Cloud is the one that appears in the final battle against Sephiroth, since it is the most detailed of them all.
