Extract the .7z and put the .pak files into the "~mods" folder inside your "Paks" folder (..\End\Content\Paks\~mods).
If you want Tifa to wear this dress outside the designated chapter, install Purple Dress Tifa.
If you prefer a golden dress that doesn't have the white panties locked with it, the Tifa Purple Dress Customization can be customized to look like the golden dress with the original pants.
