Change your character via Cheat Engine. I included characters AoB(Array of Byte) value in Hotkeys(click on "Character" and press Ctrl+H), so scan the AoB and paste Sephiroth AoB
Main character's weapon gonna float so to remove them scan it and rewrite first byte to 00
Now scan for the ability, like "Braver" AoB in "Abilities" hotkeys, and copy paste the address on "Sephiroth Abilities". Set your keys to his abilities and see what each one does. Use the ability through in-game shortcuts, place Braver to 1 for example.
Works in last three chapters. Dunno how to make him work in other maps.
If the game crashes on Cloud when using an ability, try using another character

Added separate pak file that disables ATB effect when using the ability
UPDATE ver 1.1
Ability_Rufus&Sephiroth
- will make his abilities work in some maps
- Enemy Bosses won't attack (except last three chapters)
- Chapter 10 defeat Abzu and change character if the game crashes
- Chapter 11 crash
- The underground map where the Behemoth is located also crashes
- works in Yuffie DLC maps
maybe it crashes somewhere else too, idk, try to get past that point
