The app needed is not NVIDIA Inspector but NVIDIA PROFILE INSPECTOR Anyway, the profiles are not working anymore with the latest version, because they haven't been updated since 2016. So you should probably apply manually some settings advised in the comments below.
One simple solution for the flickering on grass and trees that worked wonders for me was to switch Negative LOD bias to Clamp using Nvidia Profile Inspector. Supposedly it also makes textures less sharp, but I barely noticed any difference. Flickering has gone down considerably though.
The low setting works really well for me on DX11. I've tried to get anti-aliasing to work myself through the nvidiaProfileInspector but I never managed to get it working. Thanks very much for this
