these are the fallout 4 painting textures packed into a BSA , allowing you to open them with BSArch and any program that allows editing DDS files
unpack with BSArch, edit with a DDS compatible program (i use GIMP with the DDS plugin) put in your 76 data folder, add "Paintings.ba2" to your custom ini, DONE!
