Changes Secret Service(And probably Recon too. But I don't have it, so I can't confirm) Jetpack to Daring Jetpack.
Open Fallout76Custom.ini(Or Project76Custom.ini) located in Documents/My Games/Fallout76 and add the names of the extracted ba2 archive to the sResourceIndexFileList string separated by a comma. It should look something like this:
