The headset from Enclave Signal Man accessory. I only tested the Old Ring, so I'm not sure how the original one may look on some hairs, since it uses hat slot. For both male and female.
Open Fallout76Custom.ini(Or Project76Custom.ini) located in Documents/My Games/Fallout76 and add the names of the extracted ba2 archive to the sResourceIndexFileList string separated by a comma. It should look something like this:
