Bend the tip of the witch hat so it doesn't look so much like an erect traffic cone made of fabric

Just a small little mod I cooked up for Halloween.
I quite like the inclusion of Halloween costumes in 76, especially when they're the classics like witches and skeletons and whatnot.
What I don't quite like though, is how the hat that completes the witch outfit looks like an impalement hazard. I was always more of a fan of the saggy, downtrodden appearance of witch hats, so I made a mod to fix that.
Applies to both male and female witch hats.
