Seeing dead raiders wearing this really cheesed me out, it was one of the main things I wanted to get in this game, seeing it in Fallout 4 I expected it to be in it. It is, you just can't wear it. It's exclusive to raider NPC's apparently. I set out to remedy that. At least until Bethesda adds it officially....
