you need to go to the explorer on the way:\Users\rudki\Documents\My Games\Fallout 76
and go to the Prefs.ini config parameter there, press ctrl + F and copy busewatershader below there will be settings they just need to be translated to 1
that is, bUseWaterHiRes=1 instead of 0
