It's just DXVK v2.4 (a vulkan wrapper for d3d11). If you're on a lower end cpu or gpu this should improve framerate, but if you're already on a higher end rig then these will be less beneficial.
In the dxvk.conf, you can change the maxframerate to whatever you want, It's set to 60 by default.
To install just copy the d3d11.dll, dxgi.dll and dxvk.conf to your Fallout4.exe location.
