Adds craftable ice cream to the Commonwealth!

What started out as a joke between me and a couple of friends on discord turned into a mod. This mod lets you craft ice cream and ice cream floats in the Commonwealth!
There are 7 flavors to choose from and each one gives the player different abilities. All ice cream and ice cream float abilities are affected by the Chemist perk so the higher level that perk the more powerful the effects of the ice cream. In order to craft these new items you will have to make a ice cream machine in order to craft them. The ice cream machine is under the crafting section in workshop mode (the same section as other crafting workbenches). You will also need the Tales of the Ice Cream Shop magazine in order to build it at a settlement. Some flavors are very powerful thus some require a lot of materials to craft.
The first magazine that lets you craft ice cream machines is located at the Concord Factory on the top floor (the same Concord where you see Preston fighting off Raiders). Its the door that says WorkHouse. Reason for this is that I was thinking lore wise the blueprints for a ice cream machine would be inside of an factory or factory office (wooooooo immersion).
There are 2 more magazines in the Commonwealth that lets you craft more flavors at the workbench hidden in the world. Hints for the other 2 magazines

Ice Cubes
Milk
Ice Cream Crafting Kits
You can find ice cubes inside of freezers throughout your travels, buy them from vendors, or craft them at the cooking station using purified water. 1 purified water produces 4 ice cubes.
Milk can either be bought from vendors or made and stored inside of your workbench by crafting a Brahmin Milking Station in the Resources tab in the workbench. The more Brahmin you have the more milk that will be produced.
Ice Cream Kits can be found in your travels or bought from vendors.
Note that for some of the flavors you will need 3 perks. Science, Chemist, and the required Perk Magazine. The vanilla hud doesn't show all 3 perks requirements on screen.
