The what: This mod changes the main damage scaling perks in the game: iron fist, big leagues, heavy gunner, basher, rifleman, demolition expert, nuclear physicist, gunslinger, and commando to match their Fallout 76 values. Now, instead of maxing out at 100% increased damage, they max out at 60%.
The why: The reason is to make using off-spec weapons feel better. By nerfing these core damage scaling perks, it consequently buffs all other perks and damage sources (crits, bleeds, sneak attacks, etc), making them more valuable. in vanilla it is absolutely MANDATORY to max out your chosen weapon type perk. With this mod, it still feels better shooting a minigun with level 5 Heavy Gunner than shooting a pistol, but the difference is significantly reduced.
