It's generally not worth bothering to check vendors' stock of weapons and armor. They don't sell randomized legendary items, so outside of a few uniques, you find far better items as loot. This makes many shops mostly pointless and thus limits the usefulness of money.
With Legendary Vendors, shops now have a chance to carry... Wait, wait, wait! Is this a Fallout 4 port of my Legendary Vendors creation for Starfield? Yeah, pretty much. Fallout 4 uses a very different system for spawning legendary items, but the result is mostly the same: vendors now have a chance to stock random legendary items in their normal inventory refresh.
Most vendors who already carry weapons and/or armor and could reasonably have legendary items will now stock 0-5 legendary items upon shop refresh, with the chance for more increasing with your level.
This mod is built without editing any records, so it's 100% conflict-free. If DLC or another mod adds new legendary effects or new weapons, expect this mod to still apply to them if they are built using the existing lists in the game.
Because shops do not roll their inventory until the player accesses them, you will not see legendary items when you first open a shop after it has refreshed. If you see a keycard called Legendary Item under the MISC tab, though, you know that it will have them. Just close the shop and wait a couple seconds. When the process is done, that keycard will disappear and the randomized legendary items will be in the shop instead. This is really annoying to me because I cannot fix it, but it's ultimately a small issue. Oh, and don't buy the keycard thinking it'll generate items into your inventory. It won't do anything for you.
