Paint additions and some fixes for the Power Armor.

Additions:
- 16 paint colors, which come in light and dark tone. First choose palette - light or dark, then choose the paint color. Paints increase Charisma and require Armorer 2.
- 13 chest(torso) decals: Army, Atom Cats, BoS, CoA, Enclave, Gunners, Institute, MM, Raider, RR, Vault-Tec, Vim and West Tek.
- Small glow added to the back of the T45 torso.
Fixes:
- Re-positioned the meshes of the T45 torso, legs and arms to remove some clipping and perhaps to better fit the frame.
- Fixed UV issue with the T45 right arm.
- Fixed the T60 Bright and Red headlamps. They were using the ones from T45.
