Blocks the use of the pipboy in combat.

Works by adding an invisible perk to the player. The perk has a scripted effect that is only active while in combat. The script only triggers when combat starts and ends, so no lag from script polling.
If using the power armor version, entering power armor during combat will not enable the pipboy until combat has ended.
