This is a wonder plot, although I argue that it is not an architectural marvel -- it's design is to give you a global increase of agriculture across the board. You can access these plots after you finish Chapter 3 of Sim Settlements 2, with the ASAM lvl 2 sensor.
This is designed to be a compact climate monitoring center for those of us who uh, build small keep small. It's got a lot of little fun details, but overall, it just does what's on the tin. :)
