You dont have to be in the settlement to download and enable the file. But to import the content you must be in-game on location.
Do you know how to do these? If not, I will walk you through the process here: (Once you got the hang of them, it will be addictive to explore enjoy new locations and to skip the grind to make 'em nice)
-Download transfer sharable blueprints ( linked in the requirements) They have a file to donwload each for .163 and for "newGen" aka .984 game versions..
-Then download the requirements I listed in the requirements tab for my file (they are only 2 that are not already implied), they provide the assets I use to build this village, I went to great lenghts to keep requirements absolutely minimal.
-Craft the holotape at a chembench somewhere (uses 1 plastic).(I think there was a chembench at the mutant camp and also in some interior spaces here in the Abyss.)
-Go into it (it will be in your inventory under MISC) and look for my file. -My file will load into your slot number 66 in your Blueprints list.
Find my file in slot 66, click on it and go through the import wizard.
Thank you for the information. So, I just have to be anywhere in the Abyss when I run the blueprint holotape? I have not explored or even ventured to the Abyss yet, so when I do I will play the holotape to import your settlement then explore.
You want to be in the workshop area that the Blueprint works on, to take control of the workshop.
I do not believe it lets you drop the blueprint w/o you having control of the workshop. So you have to find the location get workshop control ( just clicking on the WS should do it) and then drop the blueprint
And to drop the blueprint you go to your inventory, then to Misc, then to the Transfer Settlments Holotape. (This holotape needs to be crafted first in the Chembench for the cost of 1 plastic) Then you look for the blueprint you want to drop (in this case Burlington at slot number 66) Then "Import Blueprint" :)
