Unique feral ghoul Wayne Gorski is now a legendary enemy and will respawn after some time.
Legendary enemies begin to appear around level a 7-10. If you go into his cabin before that, he will be a regular high-level Glowing boss ghoul. If you are not at least level 10, He will easy kill you, so prepare before you face him.

I'm surprise no one has thought of doing this before. Decided to do it myself as I'm learning to mess with creation kit. I'm not 100% if he will respawn after the cell reset. Please let me know if he does.
Here's a tip. Save the game before entering the cabin's basement and if he doesn't spawn as a legendary even if you meet the level requirement. Reload the save and re-enter the basement. Also, you can keep reloading the game and killing him until he drops a weapon or effect you like.
