Stops the Power Armor Targeting HUD mod and Berry Mentats from making certain NPCs hostile on contact

The Targeting HUD mod for Power Armor and the Berry Mentats chem both grant an ability to the player that highlights live NPCs, Robots, and Creatures. Anyone in visual range of the player while they have either of these effects will be highlighted with a red-orange glow.
THE PROBLEM
Certain NPCs, particularly those from factions that are neutral and/or potentially hostile to you, will immediately turn hostile and attack the player if they approach while wearing Targeting HUD-equipped Power Armor or under the effects of Berry Mentats. This is due to the way the highlight effect works: internally it is treated as a "magic effect" (since Fallout 4's engine is related to the Skyrim engine), and the AI is set to treat any spell or magic effect from a potentially hostile target as a hostile act.
THE SOLUTION
Both the Berry Mentats and Targeting HUD highlight "magic effects" have had the "No Hit Event" flag added to their other flags. This prevents any AI events from triggering when the effect starts, including reacting to it at all. As far as the AI is concerned the magic effect hasn't happened.
NOTES
This bug fix modifies the DetectLifeCloakEffect and DetectLifeCloakChemEffect MGEF records, i.e. the Targeting HUD and Berry Mentats highlight effects. This means that any mods which apply those effects to other Aid or Armor items (e.g. wearable Targeting HUD glasses, etc.) will also benefit from this fix.
