I made this mod for myself because I wanted to turn the game into a survival game. I always thought it was dumb you could dump 10 into anything and get the highest perk at level 2. This makes you have to work for a lot of perks and considering how easy it is to level up, its really not that bad.
When you talk to the Vault-Tec guy, your only option now is just to name your character.
Compatible with literally everything, feel free to change the value with F04edit if you want to start with more than 0.
