Loose file only. Move it so that Data\Interface\Workshop.swf exists in your game directory. By default, the game ignores loose files, so you must add the following to Fallout4Custom.ini:
I cannot make any guarantees about conflicts but it appears to work fine with SS2 (which apparently only adds separate widgets).
There is no red happiness icon to indicate that an object currently does not provide happiness (due to being unmanned or unpowered) but that is hopefully acceptable.
