I just removed the first objective in each of these quests which is Listen to the %RADIOSIGNALNAME% so now the quests will appear in your quest log only after you actually listen to their signals. Super simple and convinient. Start em only when you're ready. Now it works the same as Trinity Tower or Silver Shroud quests.
