Backstory

Before the war, government scientists were dabbling in chems, specifically ones that had  the properties of Jet.  While various compounds were discovered, they were all rather short lived, and use resulted in various unwanted side effects such as addiction, psychosis, liver and heart damage, cancers of the adrenal gland, mental health issues and erectile dysfunction.

It was discovered that the reason was down to the whole dose hitting the system all at once.  When Jet-like chemicals are introduced to the body, they cause a rapid increase in adrenaline production.  The effects of the adrenaline caused the effect of time slowing down and increased reaction speed.  What was needed was a way to slowly release the chemicals as and when needed, in a way that didn't cause addiction, could be in effect for over an extended period, and only when needed.

A scientist, who's name has been lost to time discovered that it was possible to bind the chemicals to a circuit.  This circuit would then be ground down and inhaled as normal.  The users Pipboy would be used to control the release of chemicals and when it detected the wearer was under attack it would slowly cause  circuits to unbind from the chemicals and create a slow release mechanism that allowed for use that could extended indefinitely.  Due to the body detecting the circuits used and triggering an immune response, it was discovered that most circuits would last for 18 hours before breaking down, but the system was developed for them to automatically purge themselves and the chemicals after 12 hours.

He was about to show his discovery to his bosses, but then the war started.

A short while ago a wasteland chemist discovered the schematics for the slow release mechanism, but not the actual chemical, and started experimenting using Jet.  Using a Pipboy they acquired, they managed to recreate the same effect.  Due to Jet being a poorer quality than the original chemicals, it was discovered that the Jet needed was 5 times the normal dose, and the initial effects of taking it weren't too pleasant.  While this was unavoidable, the chemist also added some features of their own to the control software, as well as creating a dispenser that automatically turns into a holotape on use, and is also biodegradable.  They called this new chem JetEM.

They proceeded to head to Chem-I-Care in Diamond City with the recipe.  What is a frequent occurrence these days happened, and raiders brought a premature end to the chemist's life as well as his journey to Diamond City.  One blessing is that the chemist's life wasn't in vain, and the recipe is now free in the wasteland, with some extra features and changes.

What it is
It's basically a dose of Jet that kicks in after the initial effects (minus the time slowing) have worn off.  Once this has happened it waits for you to enter combat, and within 1 second (see the bit about polling rate in usage) it will automatically slow time to 25% of normal complete with visual effects and subdrop (can be turned off).  Once you come out of combat it will restore time to normal.  This effect lasts for 12 game hours (36 minutes).

Also included is a remix of the original ScramJet.  This slows down time by 99% for 1, 2 and 3 minutes (for 2, 4 and 6 Jet respectively).  For intense situations, there is a tactic to using the ScramJet in conjunction with JetEM so look in the posts for zurra1's comments (and credit to him because I hadn't actually thought of it).  If you've disabled VFX in the normal JetEM, this also disables the effect on here as well. It also doesn't suffer from the sound effect and text the original had any longer.

Another option is JetEngine.  This removes the slowed player movement so that you continue to move at a slightly faster speed than you would otherwise be able.  This comes at a cost of the duration of JetEM decreasing at twice the rate it normally would while this is turned on (whether in combat or not).

WARNING: Don't try and jump large distances, especially with a height differential if using ScramJet.  Although you appear to be moving slowly and with moon gravity, you're not and you can take damage with it.  It's very misleading as well, and the only way to counter it is to move down inclines like you're 90 years-old.  If you've got a jetpack enabled then you can sometimes moon jump so be careful with that too.

Installation
The installer is an AIO and should work with most mod managers.  If you're running the version with the Next Gen update, then you can use either the BSA or loose files version, but if you're using anything earlier you need to use the loose files.  There is also a patch for Immersive Animations Framework.

If you're using the original ScramJet, then you no longer need it and can uninstall it.

Usage
The first thing you need to do is create some JetEM with 5 Jet and 1 circuit, and then make it on a chembench (Drugs section).  Upon taking it you will get a visual effect and some flavour text.  Wait until this subsides and you see the notification telling you the effect has worn off.  Now go running into combat, and get the visual effect and subdrop as time slows down, or tailor it to your liking and open the JEM Control holotape.

The settings holotape is broken into various sections.  Each section has a little read me which explains each option.  Some things to note:

Time remaining: The time here is approximate and will be up to 14m 59s minutes more.  This is due to a side effect of an alteration to how JetEM operates and the timer used.

Global pause:  This affects whether the effect pauses during a sleep/wait effect.  This is useful to turn on if you're low on JetEM and need to rest or wait.

Dev features > Boss mode:  When this is activated it will turn off a lot of features, including some in JetEM settings.  This is necessary for things to operate correctly, and will automatically hide any options to stop them from being activated.  Boss mode will also add the Electrical Storm weapon.

Dev features > Add chems to raiders and Hancock/Add chems to vendors: This adds the chems to raiders (and their containers) and Hancock (as a gift) and/or the vendors.  The drop rate for the raiders is very low, while Hancock will offer it as a gift occasionally and it has the same chance as other chems.  Vendors will also stock the chems, but it's not 100% guaranteed they'll have any in stock.

The menus automatically "declutter" themselves if options aren't available for various reasons.  If an option isn't available then check that boss mode isn't activated.

The holotape also has a function in place to check it leaving the player's inventory (dropping, selling, putting it in something else).  If you decide you no longer want the JetEM holotape and you're not under it's effects, open the holotape and select Self Destruct from the menu.

Electric Storm is a little fun weapon that you get while using boss mode.  It's a laser gatling gun that fires lightning bolts at enemies.  If you use the aim button the enemy will get a little pip above them to let you know it's locked on, and when you fire it will home in on them.  It's not massively overpowered (I did a version called Thunder Storm that was massively overpowered, killed anything near it and could kill the player even with god mode on!), but it looks cool.  It also uses speciality ammo which can be refilled in the dev features menu.

Conflicts
It may conflict with any other mod that does similar things or messes around with time slowing down.  It seems to be OK, but if anyone notices anything odd, then let me know.

It does have an issue with my Lucky 444 VRCade mod.  When playing SynthShoot JetEM will detect it as being in combat, causing the game to permanently slow down.  There's also the potential for the random slow mo effect in SynthShoot to start fighting with JetEM (it's effectively the same thing).  Pause or purge JetEM is the only solution for this.

Optional files
The original ScramJet which was it's own mod has moved over to here.  It's now incorporated into JetEM, but this is preserved for posterity.
