The permissions are for the effect that is added since in over 6 years no one had ever thought that it was necessary to fix the lore of the clothes a little. As well as some SPECIALS have very few bonuses such as luck.

I like horse guns ;-) and puzzle games
the effect is very vanilla and actually I think it's even more lore friendly since the clubmaster glasses that added perception didn't make much sense.
