STR 6, LVL 40 Far Harbor (DLC)

When overencumbered, running no longer costs Action Points.
I know a mod like this already exists but I decided to make myself one with a lower LVL requirement and thought I'd share.
Also I made a Non DLC version for those without the DLC.
