Tested in my load order. I use CBBE slim (I like making waifu characters) and custom outfits (Notably, my own mod, Kellog's Outfit without the shoulderpiece). I did not notice anything weird. Granted, I did not thoroughly test every single outfit in the game to make sure it hadn't messed up any of the outfits I like to put my character in. I did test my favorite outfits that I had on me at the time (Kellog's outfit, T-shirt and slacks, military fatigues, harness, athletic outfit, surveyor outfit, and some others) and none of them looked broken.
Yes, my pipboy still worked.
Great mod, I think I rate it 10/10 does exactly what I want it to and doesn't break anything.
I love this mod and had no problems until I tried to use it with Lacey Underwear. It makes the pipboy invisible and I can't change it back without loading a previous save. It's really unfortunate...

This actually answered a question I had about whether it works on NPCs. I was looking for something to take the pip boy off of the Spouse Companion Nora. We'll see if it works.
Edit: It works on Nora Companion. Though I had something interesting happen regarding another mod. Pip-Pad. It seems this mod sets off something in Pip Pad that makes it explode in a nuclear blast ( I'm not kidding ). I survived due to an alternate death mod ( Crime and Punishment ), but I imagine those without it would be kinda stuck. I recommend using tgm as soon as you load in if you have a Pip-Pad. Read the notification that the blast is coming, and then .. survive it. Once you do nothing really changes. You can still use pip pad. It doesn't suddenly appear on your arm, so everything seems to still be working fine.
Edit 2: Unfortunately the Pip Pad blows up whenever you load your game, making this mod and that one incompatible. I wonder why, since Pip Pad works fine if you survive the explosion.
