   Question, if I use the non skinpack version and the goodneighbor version together. Will it still only replace the goodneighbor guards but without the skin packs?

      The Non-skin pack version replaces both Triggermen and Goodneighbor Guards. So it would be redundant.
      
      The 'Goodneighbor Guards only' file was made with the skin pack in mind but none of the files actually require it. It's only recommended since all the other skins will be in low resolution.
